| 摘 要： | 改善弱势群体体育公共服务质量是实现体育强国目标的重要内容之一.对淮河流域弱势群体体育公共服务现状和供给困境进行调查分析,结果显示,弱势群体体育公共服务困境主要表现为服务主体意识薄弱、主体严重流失、需求差异大,服务供给硬件条件匮乏、形式单一、指导力量薄弱,组织与资金保障不力等等.认为应建设切合实际的保障制度、合理配置体育文化设施、因地制宜地开发体育人力资源、充分发挥社区作用、加速培育体育非营利组织、提供个性化服务,以不断提高弱势群体体育公共服务质量.

| Abstract: | It is an important content of sports power goals to improve the qualities of sports public services for the underprivi leged groups. Taking the field survey of the Huaihe River Basin sports public service as an example, this paper analyzes the real ity of sports public service difficulties of the underprivileged groups. It shows that the public services plight of underprivileged groups is mainly reflected in weak serving principal sense, the high turNovr rate, large differences in demand, weak service sup ply hardware conditions, the single form, weak guidance, the plight of the organization and financial security. The article recom mends to build the practical security system, reasonable allocation of sports cultural facilities, sports development of human re sources according to local conditions, and play the role of communities, accelerate the cultivation of local nonprofit sports organ izations, provide personalized service to improve the sports public service quality of the vulnerable groups. |
