我国基层体育大部制改革历程及发展研究

摘    要:基层大部制改革作为未来服务型政府的必然选择,是未来体育体制改革的必然趋势。将我国基层体育大部制改革分为摸索、发展、深化三个阶段,分别梳理其发展历程。发现当前体育大部制改革主要以区县为重点和突破口,地区间没有统一模式,“分分合合”现象突出,缺乏顶层设计,这些问题的原因在于职能分配不明确,内外关系未理顺,改革条件不成熟,合作统筹兼顾不周。指出,应坚持目标导向,贯彻实施步骤,选择整体渐进和局部突破相结合的策略。在路径选择上要明确职责,适度调整,构建具有中国特色的体育管理体制机制;完善立法,创新方式,丰富体育体制改革的立法执法体系;强化地方政府职责,构建多方参与的体育治理和服务体系,从而渐进、稳妥地推进体育大部制改革。

Abstract:The reform of restructuring local administrations is an inevitable choice for future service-oriented government and an inevitable trend for future sports system reform. This study divides the reform of restructuring sport-related local administrations into three stages: exploration, development, and deepening, and then reviews their development histories respectively. It is found that the reform of restructuring sport-related local administrations currently considers districts and counties as the key points and breakthroughs. There is no unified model among regions. The on-again-off-again phenomenon is prominent and lacks top-level design. The reasons for these problems are unclear distribution of functions, poorly straightened internal and external relations, immature conditions for reforms, and poor comprehensive arrangements while coordinating the interests of all parties. It is pointed out that we should stick to the goal orientation, implement the reforming steps, and choose a combination of gradual progress and partial breakthrough. In terms of path selection, it is necessary to clarify responsibilities, make appropriate adjustments, and establish a sport management system with Chinese characteristics. We shall improve legislation, innovate methods, and enrich the legislative and law enforcement system for sport system reform. Besides we shall strengthen local government responsibilities, and build a sports governance and service system with multi-participants in order to gradually and steadily promote the reform of sport-related local administrations.
