| 摘 要： | 采用文献资料法、实地调查法和专家访谈法,对我国高尔夫政策发展阶段、特征及趋势进行系统研究。研究表明,高尔夫政策的发展经历了鼓励、限制、禁止和规范发展四个阶段。发展中呈现出一些特征,如政策主体多、波动性大,与改革开放政策、经济社会发展态势吻合,受耕地红线政策制约以及部分省市实施政策倾斜等。建议在未来发展中契合生态文明建设,以市场机制为基础,强化体育部门在政策制定中的主体地位,提高政策的公开性、透明度,消除对高尔夫运动的歧视与偏见,增强政策针对性和完善税收制度。

| Abstract: | Using literature, field investigation, expert interviews, this paper makes a systematic research on the developmental stage, characteristics and trends of our country＇s golf policy. This study shows that the developing process of golf policy includes four stages： encouraging, restricting, prohibiting and standardizing. In development, it shows certain features： It is presented that main body of policy is more in quantity, higher in volatility, and more consistent with the reform and opening up policy, and economic and social development; it is conditioned by red-line of land policy, and some provinces and cities have a tilted policy of golf in implementation. This paper suggests that in future development, it should correspond to the ecological civilization construction on the basis of market mechanism, strengthen the dominant position of sports authorities in policy making, improve the openness, transparency of policy, eliminate discrimination and prejudice of golf, strengthen policy pertinence and perfect the tax systerm. |
