| 摘 要： | 就《学校体育工作条例》《外国人来华登山管理办法》《奥林匹克标志保护条例》《反兴奋荆条例》和《公共文化体育设施条例》五部体育行政法规中的行政处罚条款进行分析。认为现有体育行政法规中行政处罚的有关内容还存在处罚力度不够、处罚主体不明确、行政处罚救济途径缺乏等问题，应当进一步加强对体育法律法规中有关行政处罚问题的研究，逐步提高相关法规的科学性。

| Abstract: | Through using the methods of literature review, field investigation, expert interviews, logical analysis, this paper an- alyses some problems of the sport public facilities planning in China. The research finds that there are some problems about draft, guiding thought and ideas, planning methods, regulations and policies, planning and implementation, ect. It puts forward some suggestions including developping formulation procedures, doing scientific planning and innovation concept, perfecting the related policies, etc. |
