| 摘 要： | 针对以往研究成果的不足,将基层体育社团的发展置于基层社区治理过程进行考察。对基层体育社团的存在形态、内部结构、合法性构建、与基层政府的关系,以及参与公共体育服务所面临的问题等进行分析。发现,基层体育社团主要通过纳入国家行政体系和利用国家权威及其符号的途径来实现自身的合法性;基层体育社团和基层政府间形成了基于资源依赖的互惠关系;政府重视程度不够及当前的法律制度环境一定程度上阻碍着基层体育社团的发展。

| Abstract: | Aiming at the shortcomings of the previous research results, this paper puts the development of the grass-roots sports organization in the grass-roots community governance process. It analyses the existing form, internal structure, legality build- ing, and government relations at the grass-roots level of the grass-roots sports organization, and the problems the public sports service is faced with. The study finds that the grass-roots sports organization realizes its validity through bringing into the state＇ s administrative system and the way to use the national authority and symbol. The grass-roots sports organization and grassroots governance form reciprocal relationship based on resource dependence. The insufficient attention government attaches and the current legal system environment, to some extent, hinders the development of the grass-roots sports organization. |
