| 摘 要： | 体育产业与体育公共服务具有相互依存、相互促进的联动发展关系,合作参与是二者协同发展的必然选择。体育产业参与体育公共服务需以提高体育公共服务质量和效率、促进全民健身运动为基本原则,可通过特许经营、合同外包、凭单制补助等形式,积极有效地参与其中。从体育产业的税收和资金收益、场地设备、服务内容以及健身指导服务四个方面,分析了体育产业合作参与的契机与方法,同时指出应注意发挥政府的调节作用,控制好体育产业参与度,实现体育产业与体育公共服务协调发展。

| Abstract: | Sports industry and sports public service are interactive in development,highly interrelated and mutually reinforcing.Cooperation and participation are the necessary choice of coordinated development between sports industry and public sports service.Sports industry＇s participation into sports public service should be based on the principle of improving the efficiency and quality of public sports service,and promoting the National Fit-keeping Program.Active and effective participation can be fulfilled by franchise,outsourcing contract and voucher subsidies.The paper analyzes the opportunities and methods of sports industry＇s cooperation and participation,mainly from the following four aspects：tax and dollar return,venues and facilities,service contents,fitness guidance services.Meanwhile the author points out that the government should give full play to its adjustment role to control the extent of sports industry＇s participation within tolerance and finally realize coordinated development between sports industry and sports public service. |
