| 摘 要： | 运用文献资料法、专家访谈法，对体育基本公共服务均等化的均等对象、均等内容、均等标准三方面内涵进行剖析，提出了体育基本公共服务均等化评价指标的制定原则，即系统性、重点突出、可操作性与科学性紧密结合、以公众为导向。认为体育公共服务均等化的评价指标主要包括政府体育基本公共服务能力、投入、产出及结果。设定体育基本公共服务能力指标目的是加快政府的职能转变，提高政府为大众体育服务的能力，同时政府要具备调动社会力量投入到体育公共服务中来的能力；投入指标不但包括物力和财力的投入，更重要的是人力资源的投入；产出指标不但包括绝对标准，还需相对标准，更应强调横向和纵向与相对指标的比较；结果指标包括关键绩效结果和服务对象结果，大众满意度应成为体育基本公共服务均等化评价的重要指标。

| Abstract: | This paper analyzed the objects, contents and standards of public sports service equalization using literature review and expert interview methods, formulated the evaluation index principles for public sports service equalization： systematization, distinct features, operability and scientificity with public-oriented quality. Evaluation indexes： the public sports service ability of the government, indicators of input, output and outcome. Goals： to accelerate the transformation of government functions, improve the ability of government to serve the mass sports; meanwhile the government should fully mobilize social forces to channel capitals into public sports services; input indicators include not only material and financial resources, more important is the input of human resources; output indicators include not only the absolute criteria, but the relative standard needed, more importantly, the horizontal and vertical and relative indicators for comparison; outcome indicators include key performance and service subjects outcome indicators, the public satisfaction should be the key indicator to evaluate public sports service equalization. |
