| 摘 要： | 战后,独立承担自身防务始终是西欧的一个夙愿,冷战结束后,面对不断变化的世界形势,欧盟在1999年的赫尔辛基首脑会议上做出了建立一支欧洲快速反应部队的决定。2003年5月,欧盟宣布这支部队已具备了行动能力,它标志着欧盟的独立防务开始启动。尽管如此,欧盟的独立防务建设仍有内部和外部的阻力,在短期内,欧盟的安全仍离不开美国和北约,其防务建设的路仍将是艰难而曲折的。

| Abstract: | The western Eruope has cherished a wish of postwar self-defence.Facing the constantly changing situation all over the world after the Cold War,the Eurapean Union made a decision to set up an European Saift Reaction Troop at Halsinge Summit Conference in 1999.In May,2003,the European Union declared that this troop had the ability to take action,which reprensented the exact beginning of the independent defence of the European Union.However,the construction of its independent self-defence has met both interior and exterior abstruction,so the European Union's security still depends upon USA and NATO,and it has a hard and curving way to go for its independent defence construction . |
