| 摘 要： | 采用专家访谈法与逻辑分析法，在讨论相关文献的基础上指出：体育后备人才的培养工作是目前我国体育事业中唯一需要集中力量办理的大事。进而提出以下观点：在新的历史时期，坚持并完善举国体制的含义是坚持“集中力量办大事”的精髓，同时革除“举体育系统之力发展国家竞技体育”的历史模式，创建并实施“举体育财政之力发展体育后备人才培养工作”的新型模式。

| Abstract: | By using the methods of literature review,expert interviews and logic analysis,the author analyzes that it is the only important thing to cultivate of athletic talent in China's sport events at present.Then put forward the viewpoint as following,in the new historical period,it is proper to uphold the essence of the whole nation system,and to eliminate its historical pattern. |
