| 摘 要： | 20世纪四五十年代以来,英国率先建立了公共服务体系,并对公共服务进行了多次改革。20世纪80年代末,英国的公共服务改革具有了示范作用,各国政府纷纷效仿。总结英国的公共体育服务治理经验对中国的基本公共体育服务治理有借鉴意义。英国的公共体育服务多元主体共治的基础是分权;英国的公共体育服务治理模式是共治。而中国的基本公共体育服务治理存在一些制约因素,包括:体育场地配置不平衡、不充分制约了基本公共体育服务均等化;体育社会组织发展不充分;基本公共体育服务供给主体市场机制不健全;基本公共体育服务治理碎片化。得出启示:促进中国的基本公共体育服务的平衡发展;构建中国的基本公共体育服务治理的"强政府-强社会"模式;建立健全中国的基本公共体育服务供给体系的市场机制;加快中国的基本公共体育服务治理从碎片化向协同性的转向。

| Abstract: | Since the 1940 s and 1950 s,Britain has taken the lead in establishing a public service system and carried out many reforms in public service.At the end of 1980 s,the public service reform in Britain had an exemplary role,and governments in various countries followed suit.Summarizing the experience of British public sports service governance has reference significance for Chinese public sports service governance.Decentralization is the basis of the co-governance of multiple subjects in British public sports service,and co-governance is the governance mode of British public sports service.However,there are some restrictive factors in the governance of public sports service in China,including the unbalanced and insufficient allocation of sports venue resources restricting the equalization of public sports services;insufficient reform and development of sports social organizations;imperfect market mechanism of public sports service supply subjects;the fragmentation of public sports service supply.The enlightenments drawn include:improve the balanced development of public sports service;build a"strong government and strong society"model of public sports service governance;establish and improve the market mechanism of public sports service supply subjects;and accelerate the transformation of public sports service governance from fragmentation to integrity. |
