| 摘 要： | 研究我国城市社区体育场地建设缺失及原因,重点关注北京市城市社区体育场地设施建设相关法律规制,备查在实施过程中的监督机制和执行力。选用访谈法、实地调查北京市20个新型社区,特别是实际查阅政府相关管理部门的文档。结论认为:我国城市新型社区体育场地设施配套建设不能到位的主要原因之一是法律规制不合理、不完整、不清晰,"弱势"的法律规制还伴随"执法"不严和行政监管的"被动缺位"。

| Abstract: | This paper studies sports venue construction deficiency and cause of urban community in China,particularly focuses on relevant law and regulation of Beijing city community sports facilities construction,and oversights the supervision and execution in the process of implementation.The method of interview is adopted to investigate the 20new communities in Beijing,especially access to the relevant document of government department.One of the main reasons that our new community sports venues and facilities construction cannot reach the designated position is unreasonable,incomplete and unclear legal regulation.Weak legal regulation and law follow the lax enforcement and passive administrative supervision. |
