| 摘 要： | 体育管理人员的素质、管理机构设置的合理程度、管理机构职、权、责的统一度、考核监督机制的实施情况等是衡量政府体育管理系统不可或缺的指标.在问卷调查的基础上采用数理统计的研究方法,分析研究首都体育系统管理的基本现状和体育管理运行情况,指出当前首都体育事业正以前所未有的速度迅速发展,取得了阶段性的成果,与国内同类地区相比处于较好水平.为加快这一进程,1)要继续全面深化体育管理体制改革,全面提升政府对体育资源进行有效配置的能力;2)大力提升管理人员的管理水平,保证首都体育有序、稳定、健康和有效的发展;3)将法制建设融入体育管理体制中,逐步完善管理监督与考核机制,使职、权、责的边界得以有效划分和有机统一.
