| 摘 要： | 九一八事变后，国民党当局提出召开国难会议，以纾解国难。民族资产阶级连同在野人士、普通民众以及新闻媒体发起一场声势颇为浩大的宪政运动。国难会议成为这一运动的一个载体。围绕国难会议发生的宪政与训政的博弈，说明了在现实政治生活当中，实力决定着最后的走向。民族资产阶级的宪政诉求的失利，说明追求民主宪政之路，漫长而修远。

| Abstract: | After December 18th Incident, Kuomintang authority advocated having a national calamity conference to relieve the crises. The national bourgeoisie, together with representative people out of office, common people and news media, started a powerful constitutional movement. National calamity conference became a carrier of the movement. Centering on the national calamity conference was a game between constitutionalism and aUocution politics, indicating that the power determines the final orientation. The national bourgeoisie＇s constitutional appeal failure indicates that there is a long way to go for seeking the democratic constitutional politics. |
