| Abstract: | One of the most important innovation periods was the Spring and Autumn Period and the Warring States Peri- od. The system of its prefecture and county was based on Geo - relation, which contributed a lot to the the emergence and development of feudal system. The existence of Qin is quite short, however, its system of prefectures and counties did have strong influence on all posterity. |
