| 摘 要： | 当前，城市的发展环境、文明素质和城市综合实力越来越多的被人们比较和关注，“学习型城市”是一种城市管理和发展的先进模式，蕴藏其后的是城市厚实的人力资源和教育基础，为此，我们在提高城市综合实力和整体素质的时候，一定不能片面地只关注直接的经济因素，而忽视学习和教育这一更为基础，也更加重要的发展因素。

| Abstract: | For the time being, people are more and more concerned for the development circumstance, civilization quality and the comprehensive force. Learning - based city is an advanced model of managing and developing the city, which implicitly contains the rich personnel resources and education base. So in the process of improving the comprehensive force and the holistic quality, we are not required to only care for direct economic factor but pay more attention to the learning and education base, which is a more important developmental factor. |
