| 摘 要： | 完善公共体育服务体系建设,推进全民健身高质量发展是当前体育治理现代化进程中的重要任务之一,江苏省近年来在公共体育服务体系建设方面进行了大量的探索。研究采用文献资料、专家访谈等方法,从社会管理工作创新视域,探讨江苏省公共体育服务现状、经验及未来发展建设问题,旨在破解江苏省公共体育服务供给瓶颈问题。研究指出江苏省公共体育服务供给存在:财政支出情况不平衡、体育场地设施不完善、政策支持不完善、缺乏科学组织及指导、供给模式单一等问题。针对存在的问题,提出:提升公共服务型政府的实施力度、提升基础体育场地各类设施建设力度、加强公共体育服务工作相关的各类法律法规、构建科学合理的公共财政工作体制、改进公共体育服务供给方式等发展路径。

| Abstract: | Improving the construction of public sports service system and promoting the high-quality development of national fitness is one of the important tasks in the process of sports governance modernization.In recent years,Jiangsu Province has carried out a lot of exploration in the construction of public sports service system.By using the methods of literature review and expert interview,this paper discusses the current situation,experience and future development of public sports service in Jiangsu Province from the perspective of social management innovation,aiming to solve the bottleneck problem of public sports service supply in Jiangsu Province.The research points out that there are some problems in the supply of public sports service in Jiangsu Province,such as the imbalance of financial expenditure,the imperfection of sports facilities,the imperfection of policy support,the lack of scientific organization and guidance,and the single supply mode.In view of the existing problems,this paper puts forward the following development paths:enhancing the implementation of public service-oriented government,enhancing the construction of various facilities of basic sports venues,strengthening various laws and regulations related to public sports service,building a scientific and reasonable public financial work system,and improving the supply mode of public sports services. |
