| 摘 要： | 通过对“健康第一”的历史溯源，较为详细的分析了1950年毛泽东首次提出“健康第一”指导思想形成过程及实施过程的时代背景。另外对1999年《中共中央国务院关于深化教育改革全面推进素质教育的决定》中再次“重温”“健康第一”指导思想的时代背景、科学内涵做出理性分析，对这两个不同时代的“健康第一”之间的历史逻辑关系进行了尝试性揭示。

| Abstract: | With the combination of historical analysis, documentary analysis, experience summary and practical application, this study explores the idea of ＂health first＂ and studies the process and times background for Mao Zedong＇s mention of ＂health first＂ （1950）.And as far as the retention of ＂health first＂ in（Deepenlng the education reform and pushing the quality education roundly）（1999）is concemed, making some reasonable analysis for its science connotation.The paper tries to reveal the historical logical relation between the two mentions of ＂health first＂. |
