| 摘 要： | 深化体教融合促进青少年健康发展,需要完善的青少年体育赛事体系作为支撑。当前,我国青少年体育赛事体系存在体育部门和教育部门分别主办的两套体系。体教融合完善青少年体育赛事体系的改革路径如下:(1)把核心价值锁定于让学生在参加竞赛中不断追求卓越和超越自我,实现立德树人的根本任务;(2)构建两个部门有机结合,适合体育和教育发展规律要求,包容所有学生参与的综合性全国青少年(学生)运动会以及全国小学、初中、高中、大学四级青少年体育赛事体系,并与职业竞赛体系有机衔接;(3)应由体育部门和教育部门共同负责,统一参赛资格注册、统筹运动等级认证、共享奖励政策激励,谨慎确定初始比赛年龄、年龄段分组、项目设置、比赛数量,更多采取平日校内比赛、周末校际比赛、节假日跨区域比赛、假期全国性比赛的形式;(4)充分发挥单项运动协会、学生体育协会等行业协会的作用,加强前瞻思考、全局谋划、战略布局,整体推进青少年体育赛事治理体系的现代化。

| Abstract: | To deepen the integration of sports and education to promote the healthy development of young people requires acomplete youth sports competition system as a support. At present,there are two sets of national youth sports competition systemin China,which are hosted by the sports department and the education department respectively. Therefore,the reform path forthe integration of sports and education to improve the youth sports competition system is as follows:first of all,it needs to lockin its core values to let students experience the pursuit of excellence and surpassing themselves in the competition,and realize thefundamental task of morality education. Second,it is necessary to build an organic combination of the two departments,whichmeets the requirements of the development laws of sports and education,embracing all students to participate in a comprehensivenational youth(student)games,as well as the national youth sports competition system of primary school,junior high school,high school,and university,and organically connecting with the professional competition system. Third,the two departmentsshould be jointly responsible for unifying the registration of qualifications,coordinating sports grade certification,sharing incentivepolicies,carefully determining the initial competition age,age grouping,event settings,and the number of competitions,andadopting mainly the way of school competitions on weekdays,inter-school competitions on weekends,cross-regional competitionsduring holidays,and national competitions during vacations. Fourth,it should give full play to the role of individual sportsassociations,student sports associations and other sports industry associations,strengthen forward-looking thinking,overallplanning,strategic layout,and promote comprehensively the modernization of the governance system for youth sportscompetition system. |
