| 摘 要： | 运用文献资料法、历史分析法、逻辑分析法等，对英国竞技体育发展方式的历史演进脉络及政府作用机制特征进行深入剖析。首先，以重大历史政治节点为界，将英国竞技体育发展方式分为二战前、“福利国家”下、“新自由主义理念”下、“第三条道路”下四个不同历史阶段，并对其进行了回顾与总结。其次，着重分析了新时期英国竞技体育发展方式转变中的政府作用机制及特征，主要涉及竞技体育政策形成机制及特征、精英运动员培养机制及特征、竞技体育服务供给机制及特征、竞技体育资金分配机制及特征。最后则指出了对我国竞技体育发展方式转型的若干启示，主要包括，顶层设计层面：构建民主、科学、连贯的竞技体育政策决策机制，强化竞技体育政策的绩效考核；人才培养层面：完善教体融合的竞技体育后备人才培养机制，加大国家彩票资金和政府拨款向社会基层竞技体育事业的倾斜，培育社会主体发展竞技体育的积极性；公共服务层面：营造面向大众的竞技体育产品及服务供给机制，以高质量的精品系列体育赛事为平台，促使竞技体育发展成果惠及民生。资金分配层面：提高竞技体育财政预算的科学性与激励性，加强竞技体育财政资金分配的监督审计，提高资金利用效率。

The Evolution of Competitive Sports in British and the Mechanism of Government Action |

| Abstract: | The research methods used in this paper include literature searches,historical analysis,logical analysis,etc. The purpose is to explore the evolution of competitive sports in the UK and the role of government in the process. First of all, with the major historical and political nodes as the boundaries,the British competitive sports development mode is divided into four different historical stages:“pre-WWII”,the“welfare state”,the“new liberalism”,and“the third way”. Second-ly,the paper analyzes the government’s role in the development mode of competitive sports in the new era and the its char-acteristics,involving formation of competitive sports policies,elite athletes training,competitive sports service supply,and competitive sports capital allocation. Finally,the paper suggests that the evolution of competitive sports in the UK can pro-vide inspirations for the development of competitive sports in China. These include establishing a democratic,scientific and coherent decision-making mechanism for competitive sports policy,strengthening policy performance assessment,improving the training mechanism,increasing investment of national lottery funds and government funding in social sports industry, making financial budgets of competitive sports more reasonable and competitive,strengthening the supervision and audit of the financial capital allocation of competitive sports,and improving the efficiency of capital utilization. |
