| 摘 要： | 全民健身公共体育服务均等化是指政府运用公共资源,为满足公民体育健身的共同需要,为其提供大致相等的体育健身公共产品和服务。我国全民健身公共体育服务中存在着基本标准缺失、城乡和区域之间不均等的现象。从我国经济社会发展现状和保障体育权利的角度出发,全民健身公共体育服务均等化适宜选择最低公平模式。为了实现全民健身公共体育服务均等化的目标,应当对公共服务职能转变、服务内容标准确立、城乡区域统筹发展和构建体系完善机制的相关路径进行积极探索。

| Abstract: | The Equalization of public sports service for nationwide fitness refers government use the public resource to meet the citizen＇s fitness need and provide them with roughly equal public goods and service.The supply of public sports service for nationwide fitness has no basic standard to meet as well as the inequality supply between urban-rural and different regions.Based on the development situation of economic and society and protecting sports right,the basic-fair model is the wise choose.In order to achieve the objectives of equalization of public sports service for nationwide fitness,the route of changing to public service function,establishing service content and standard,developing urban and rural Harmoniously,constructing system and improving mechanism should explored actively. |
