| 摘 要： | 加快体育产业结构优化是应对新时代社会经济变革在体育产业领域的重要抓手,是纵深推进体育产业持续、健康、高质量发展过程中不可回避的重要理论与实践问题。当前,我国体育产业发展存在关联结构水平不高、资源配置结构效率低下、区域体育产业结构布局不合理、产值结构不均衡、产品结构单一等结构性问题。提出,以提升“发展质量和效益”为主线,推动体育产业结构合理化、高度化以及区域区域体育产业空间布局的协调发展;服务于人民美好生活的需要,推动体育产业产品结构与居民消费结构互动协调、产业结构的高级化;克服粗放式发展模式,现实体育产业动力变革、效率变革进一步体育产业结构向高效化方向演进;服务于现代化经济体系建设进程,推动体育产业结构完成向服务化、高技术化和高融合化的全面转型等目标。在行动的落实过程中,以科学为导向,合理规划我国体育产业发展的序列;以“协调”为准则,促进产业间、区域间协调发展;以“消费”为引领,强化需求侧改革促供给侧改革;以创新为动力,强化创新要素驱动;以价值为标杆,确保市场在资源配置的决定性作用。

| Abstract: | Speeding up the optimization of the sports industry structure is an important starting point in the sports industry to respond to the social and economic changes in the new era. It is an unavoidable important theoretical and practical issue to promote the continuous, healthy and high-quality development of the sports industry. At present, the development of China"s sports industry has structural problems such as low level of correlation structure, low efficiency of resource allocation structure, irrational layout of regional sports industry structure, unbalanced output structure, and single product structure. It is proposed to improve the "quality and efficiency of development" as the main line to promote the rationalization and advancement of the sports industry structure and the coordinated development of the regional sports industry spatial layout; serve the needs of the people for a better life, and promote the interaction between the product structure of the sports industry and the consumption structure of residents Coordination and higher-level industrial structure; overcoming the extensive development model, the actual sports industry"s dynamic changes and efficiency changes will further evolve the sports industry structure toward high efficiency; serving the modern economic system construction process, and promoting the completion of the sports industry structure to service and high The goal of comprehensive transformation of technology and high integration. In the implementation of the action, scientifically-oriented, rationally plan the sequence of the development of my country"s sports industry; use "coordination" as the criterion to promote coordinated development between industries and regions; use "consumption" as the guide to strengthen demand-side reforms and promote supply Side reform; use innovation as the driving force to strengthen the drive of innovation factors; use value as the benchmark to ensure the decisive role of the market in resource allocation. |
