| 摘 要： | 研究依据2022年修订通过的《体育法》中“职业体育俱乐部应当健全内部治理机制，完善法人治理结构，充分发挥其市场主体作用”的要求，在国内外职业体育俱乐部研究文献分析和我国职业体育俱乐部规范发展政策综述的基础上，按照从管理到治理、从自治到善治、从市场逻辑到社区逻辑、从集中到分散的分析框架，针对我国职业体育俱乐部规范发展存在的问题，提出了促进和规范职业体育俱乐部发展可从坚持俱乐部规范发展原则、优化组织治理、完善经营管理、加强文化建设、完善监督机制、强化人才培养等6个方面、29条措施入手的对策建议。

| Abstract: | In accordance with the requirements of the "Sports Law" revised and passed in 2022 that "professional sports clubs should improve their internal governance mechanism, improve their corporate governance structure, and give full play to their role as market players", on the basis of the analyzes domestic and foreign professional sports club research literature and the review of club normative development policies of professional sports clubs in China, accoeding to the analytical framework from management to governance, from autonomy to good governance, from market logic to community logic, and from centralization to decentralization, learning from the experience of the normative development of professional sports clubs in foreign countries and view of the problems of normative development of professional sports clubs in China, this study proposes countermeasures and suggestions with 32 measures in seven aspects for promoting and normativing the development of professional sports clubs in China: following the principles of club normative development, optimizing club structure resources, improving club development system, strengthening club supervision system, strengthening club team building, improving club training and competition quality, and improving club leadership mechanism. |
