| 摘 要： | 开放性是学校体育场馆的自然属性。同时,学校体育场馆也具有体育公共服务的社会属性。坚定学校体育场馆开放的思路,定位学校体育场馆公共服务的功能,是缓解公共体育场地设施不足的务实途径。加快学校场馆向公众开放进程,需要完善其长效机制：准确定位政府公共服务的职能,发挥地方政府主导作用;采取＂试点先行＂方式,逐步推进学校体育场馆的全面开放;完善学校体育场馆的法律规制,提高公众文化道德水准;地方政府落实责任保险,为学校解除后顾之忧;学校通过向使用体育设施的公众收取必要的费用,满足目前维持设施运营的需要。
