| 摘 要： | 政府与社区全民健身公共服务联动已成为政府密切关注及公众普遍关心的重要民生议题之一.本文从多视角解读两者联动逻辑关系:"闭式环形"逻辑、"多主体协作"逻辑和"线面层次耦合"逻辑.探索联动中呈现的政策联动阻滞服务结构有效对接、资源联动制约服务机制长效发展、治理联动滞后服务模式创新的现实囧厄.提出以居民需求信息为起点,落实和执行政策为导向,构建政府职能结构、供给结构、质量结构、能力结构与社区居民的服务结构、需求结构、规模结构、能力结构相匹配的服务对接路径;以信息资源为中心,创建全民健身公共服务共享的诚信数据库,构建多主体间"点-线-面"相结合的协作供给路径;以居民健身价值诉求为核心,与社会组织建立无缝的信任合作关系,构建"需求、规则、利益、公平"四维一体的多中心协同治理路径.营造政府与社区全民健身公共服务联动发展共生共赢局面.

| Abstract: | Linkage between the government and community"National Fitness"public service has become one of the important livelihood issues,which are of great concern to both government and the public.This article looks at the linkage logical relationship from multiple perspectives:"closed loop logic ","multi-agents cooperation logic" and "line coupling surface level logic".It explores the real difficulties of the linkage:policy linkage blocking the effective docking services structure,resources linkage restricting the long-term development of service mechanism,urban governance linkage lagging behind service mode innovation.Following proposals are made.Residents` demand for information should be the starting point,policies implemented,and structures of governmental functions,supply,quality,ability established corresponding to the structures of the community` service,demand,scale,and ability.Centering on information resources,a shared integrity database of the"National Fitness"public service with a multi-agent,"point-line-face" combination supply path needs to be built.Full consideration should be given to residents` exercise needs,a seamless relationship of trust and cooperation with social organizations developed,and a polycentric governance path of "requirements,rules,interests and justice" created.The ultimate goal is to create a symbiotic win-win situation for the collaborative development of the government and community"National Fitness"public service. |
