| 摘 要： | 以文献资料等为主要研究方法,对公共服务背景下我国城市体育组织发展问题进行了探讨。研究发现：城市社会体育组织是体育公共服务主体之一;城市社会体育组织是体育公共服务社会化的有效途径;城市社会体育组织是体育公共服务体系的组织基础。研究对如何完善公共服务背景下的城市社会体育组织发展提出以下发展对策：建立城市社会体育组织枢纽式管理体制模式;实施社会体育组织承接政府转移的部分体育公共服务职能;建立政府主导下的社会体育组织发展支持体系;优先扶持管理类核心组织发展;突出社会体育组织专业化建设等。
