| 摘 要： | 体育人力资源是进行社会体育生产最基本、最重要的资源。在知识经济迅猛发展的时代，人力资源在体育经济快速增长中愈来愈突显其重要的作用。我国农村体育人力资源十分丰富，开发前景广阔，但目前存在体育人力资本含量不足，体育人力资源素质较低等问题，很大程度上制约了农村体育的发展，延缓了农村体育现代化的进程。因此，全面分析现阶段我国农村体育人力资源的现状，并在此基础上从积极开展农村体育人力资源培训、解放思想提高对开发农村体育人力资源的认识、加大农村体育人力资源开发中教育培训经费的投入、建立农村体育人力资源管理体系、加强农村体育人力资源流动的宏观调控等方面，探讨研究我国农村体育人力资源开发中存在的问题及对策。采用特尔斐多轮专家咨询调查方法，以25名江苏省农村体育问题研究方面的专家为研究的调查对象，实施专家咨询。结果显示，专家们在以下农村体育人力资源发展策略方面达成共识：1）解放思想提高对开发农村体育人力资源的认识；2）加大农村体育人力资源开发中教育培训经费的投人；3）建立农村体育人力资源管理体系；4）加强农村体育人力资源流动的宏观调控。对此，在深入走访部分专家基础上，进行逐一分析研究。

| Abstract: | Sports human resources is the most fundamental and most important resources of social sports production. In the era of rapid development of the knowledge economy, human resources play an important role in rapid economic growth. Our human resources are very rich in rural sports, and there are broad prospects for development, but human resources content of sports is limited and its quality is low. This phenomenon is a serious constraint to the development of rural sports economy, delayed the process of modernization of rural sports. Therefore, we should give a comprehensive analysis of rural sports to build up human resources management system. With the help of radiation effect of building rural town and strengthening exchange rural human resources, this article probes the rural human resource development under the vision of building new countryside. |
