| 摘 要： | 采用访谈法、文献资料法和逻辑推理法等方法,分析了联合国确定2005年为运动与体育国际年的原因和过程,并在此基础上讨论了我们应该如何深入和正确地理解运动与体育国际年。研究认为,由于运动和体育特殊的功能,联合国在“体育与发展”理念的基础上,确定2005年为运动与体育国际年,帮助联合国创造一个更健康、更稳定的世界,实现千年发展目标;其价值观念是体育促进发展,体育既是手段,也是目的,体育是促进发展的手段,也是发展的目的之一,是继体育为祖国和全民健身这两种影响世界体育发展形态的价值观念之后出现的第三个重要的体育价值观念,将对21世纪世界体育运动乃至其它领域产生深远影响;《马克林根宣言》是“体育与发展”理念成长和确定2005年为运动与体育国际年过程中的里程碑,它以阿马蒂亚.森的发展观为其思想的源泉和实践的理论基础;体育是实质自由的重要内容之一,体育是人的基本权利,它的存在根本无须给出理由,体育本身就是价值,无须借助别的事物来体现它的价值。2005年运动与体育国际年涉及到了21世纪体育发展中最核心的问题是“安全”体育问题,即可持续发展、兴奋剂问题、公平、尊重和人人参与以及道德行为等。

| Abstract: | Using the interview method,documentation method,the logical and deductive method,the author analyzed and researched the reason and the process of celebrating international year of sport and education 2005 by United Nations,afterwards discussed the how to deeply and correctly understand the significances and influences of international year of sport and education 2005.The author believes that by the reason of special functions of sport and physical education and on the base of sport and development idea,United Nations celebrated the international year of sport and education 2005 towards creating a better world and achieving the Millennium Development Goals;by regarding sport and physical as tools and goals at the same time,the value behind it is sport for development which is the third very important value of sport and physical education after the values of sport for mother country and sport for all and will have far-reaching influence on the sport,physical education and other areas in the 21st century;in the process of cultivating sport and development idea and celebrating international year of sport and education 2005,"Magglingen Declaration" is a milestone and the view of development from Mr.Amartya Sen fis the origin of this value and the theoretical basis for the practice;sport and physical education as a human rights are the one element of people's substantive freedom and values themselves without giving additional reasons or helps from others;international year of sport and education 2005 deals with the key problems about SAFE Sport- Sustainable,Addiction,Fair,Ethical Sport. |
