| 摘 要： | 在当前航运市场竞争日趋激烈的形势下，要把上海建设成为国际航运中心，必须实行自由港的政策，建立自由港。本文主要讨论了实行自由港政策给港口及港口所在城市带来的几大益处，以及上海所具有的区位、市场等独特的优势可以弥补由关税水平下降、劳动力工资水平高给上海带来的不利影响。

| Abstract: | Recently the competition for shipping market is becoming increasingly keen. In order to turn Shanghai into a shipping centre, it is necessary to carry out the free port policy and build a free port. The paper discusses mainly the advantages which the port can take from the free port policy, the special superior position and market of Shanghai which can compensate for the decrease of the tax level, and the disadvantages which are brought to Shanghai by the high labour cost. The ideas on building a free port in Shanghai are presented. |
