摘    要:以集装箱船在港时间最少化为目标,研究动态负载下码头堆场资源配置的在线决策问题.该决策方案采用层次分解技术,将集装箱存放空间的分配决策从逻辑上分解为箱区分配、集卡指派和箱位分配等3个目标一致的子决策,其目标是使设备空闲时间最少化、翻箱总数最少化、道路拥堵程度最低化.在建立模型和选择算法时,既反映负载动态变化的特征,又保证容易实现和维护.仿真实验表明,该决策方案能有效提高整体作业效率.

Abstract:To minimize the turnaround time of container ships, the online decision making issue of resource allocation in terminal yard is studied under dynamic load. The hierarchical decomposition technique is adopted to divide the space allocation decision of containers into three sub decisions which have the same goal logically. The subdecisions are block allocation, truck dispatching and storage space allocation, with the objectives of minimizing the idle time of equipment, the total times of reshuffle operation and the extent of traffic jams. The model and algorithm are chosen to not only reflect the dynamic feature of load but also ensure that they are implemented and maintained easily. The simulation experiment shows that the whole working performance can be improved efficiently by the decision making.
