摘    要:为提升我国海运业国际竞争力,构建海运强国评价指标体系.在借鉴国内外海运强国建设相关研究和专家访谈基础上,编制海运强国调查问卷.应用信度和效度分析对调查问卷进行研究,确定包含海运业宏观发展环境、海运及其产业链发展、港口、海运船队、海运企业、人才与技术、法律法规和安全与保障等8个方面的海运强国评价指标体系.该体系的构建对促进我国由一个海运大国转变为海运强国具有重要意义,也可为今后海运强国建设提供理论基础和决策建议.

Construction of maritime power evaluation index system based on reliability and validity analysis

Abstract:n order to improve the international competitiveness of Chinese maritime industry, the maritime power evaluation index system is established. Based on the related literatures on maritime power construction at home and aboard and the interviews of experts, a maritime power questionnaire is designed. Through the reliability and validity analysis on the questionnaires, the maritime power evaluation index system is determined including 8 aspects that are the maritime industry macro development environment, the development of shipping and its industry chain, ports, shipping fleets, shipping enterprises, talent and technology, laws and regulations, and safety and security. The construction of the index system is of great significance for China to realize a shift from a big maritime country to a maritime power, and also provides theory basis and policy recommendation for the future maritime power construction.
