| 摘 要： | 科研项目是远程教育领域开展科学研究的重要形式,是远程教育机构提高科研水平的重要举措。全面质量管理有利于从系统的视角,促进管理人员、科研人员对科研项目进行全面的、持续的改进,提高科研质量。本文基于全面质量管理思维,将电大系统科研管理的课题立项环节划分为课题申报、课题评审和课题开题三个阶段;基于电大系统远程教育研究关注点统计和课题研究分类,对其课题申报指南的结构和效用、评审指标信度和效度进行分析。研究发现,电大系统科研申报可在课题申报指南、评审指标制定和课题立项流程化与信息化等方面做进一步改善。
