| 摘 要： | 制定报律是清末全面改订旧律、制定新律活动中的一个重要内容，于1898年首次提出，到1911年清末最后一个报律《钦定报律》的颁布，共历时13年，大致以1906年《大清印刷物专律》和《报章应守规则》的颁布为界分为前后两个阶段。本文就这两个阶段的报界反应作一简要分析，借以揭示各种在野的社会势力对清政府领导的新政、立宪的要求、态度及相互间错综复杂的矛盾冲突。
