| 摘 要： | 中国内地与港澳更紧密经贸关系安排(CEPA)，是内地与港澳实现全面区域经济合作的政府间制度安排。CEPA具有自由贸易协议性质，受国际经济法规制约，它的精髓在于把把内地与香港、澳门的经济合作与交流提升到制度化建设的层面。经济合作绝非仅仅局限在经济和贸易领域，它要求地区内的各个领域，特别是高等教育与之密切配合。本文主要分析CEPA下政府对粤港澳三地高校合作的支持，并提出政府对三地高校教育合作支持的途径。

| Abstract: | Closer Economic Partnership Arrangement (CEPA) is the governmental arrangement of hinterland and Hong Kong and Macao for the economic collaboration. CEPA is an agreement with the nature of free trade, which is to restrict by the international Economic Laws. Its essence is raising economic collaboration among the hinterland, Hong Kong and Macao to institutionalizing. Economic collaboration is not only limited for the economic and trading but also for other area especially for high education. This composition mainly analyzes how government can and should support the collaboration among universities of Guangdong, Hong Kong and Macao under CEPA. |
