| 摘 要： | 行政责任是建构现代公共行政的核心概念，也是支配政府行为的内在价值取向。本文从行政政治责任、行政法律责任以及行政道义责任这三个层面出发，分析探讨了行政责任的基本内涵，并通过对公共行政实践过程中存在的责任冲突（权力冲突、角色冲突和利益冲突）的剖析，指明在现实生活中，行政责任的实现是困难重重的，我们应全面考虑外部控制和内部控制两种途径，以增进公共组织中的负责任行为。
