| 摘 要： | 全民教育在经过数年的发展过程中，偏重数量、忽视或者无暇顾及质量，最终导致教育质量偏低，于是世界各国把教育的发展重心转移到在普及的基础上重视提高，发展有质量的全民教育的轨道上来，让人人享受优质教育成为全民教育新的目标定位。本文就是以全民教育为背景，对优质教育理论进行了分析并提出了一些实践的措施，最后展望其前景并阐述了它同全纳教育这一现代教育新理念的互动。
