摘    要:按人力资本分配是经济发展的客观要求,是知识经济时代的必然趋势。按人力资本分配能够促进人们对人力资本投资的积极性,增加人力资本存量,激发人们发挥自身的潜能,促进人的发展等等。同时,由于人与人之间的人力资本存量存在差异,按人力资本分配就必然会产生一些消极后果,这就使按人力资本分配的结果呈现二重性。

Abstract:Distribution according to human capital is an objective demand of economic development and the inevitable trend in the knowledge economy epoch. The positive results of this distribution include creating an incentive for human capital investment, increasing human capital storage, stimulating human potential, and boosting human development. On the other hand, as differences exist in human capital storage between individuals, this distribution will bring about some negative consequences. This is the duality to the distribution according to human capital.
