贫困县农村留守劳动力培训问题与对策分析

摘    要:农村留守劳动力的培训不仅事关农民的生活、贫困县脱贫、新农村建设,更关系到我国国民生活、农业发展乃至工业发展等等。然而,贫困县农村劳动力培训中却存在培训不足和农村人力资本投资积极性不高,其原因主要是培训形式化、经费支持不健全、培训针对性不强、培训人才紧缺、培训管理不到位等。解决这些问题,一是调动留守劳动者参加培训的积极性。二是在贯彻一个贫困户培训一人的原则下,采用教练培训法,培训针对性强,实用性强的技术,重点培训基础产业和特色产业技术。三是构建一支专业性强,实干精神强的农村留守劳动力培训师。四是加强管理,建立健全培训体系和考核体系,明确培训经费的支持政策和相关措施。

Abstract:Training of the left-behind work force in rural area concerns not only the well-being of the farmer,the prospect of the county to shake off poverty,and the construction of new countryside,but also concerns the national life of the country as a whole,agricultural and even industrial development.However,in poverty-stricken counties,training is inadequate and enthusiasm is low in human capital investment.The main causes are form-focused programs,lamed financial support,lack of competent trainers,and insufficient management of training.To solve these problems we need first motivate the left-behind people to join the training programs.Secondly training itself should be clearly targeted and practical with priority given to skills important to the local industry and one from each household at least should participate in such trainings.Thirdly,a professionally competent trainer’s team equipped with strong enterprising spirit should be formed.Fourthly,management should be enhanced by establishing or improving the training system and evaluation system.In addition,financial support and other related issues should be clearly addressed.
