| 摘 要： | 我国青少年体育训练和竞赛组织模式存在许多不合理因素，因此,必须改变过去以政府为主导,纵向联系的模式，而代之以培养社会兴趣和利益为主，横向联系的模式。将业余体校纳入普通学校系统作为过渡措施，其关键在于体育部门和教育部门要很好结合。并要建立完善的协会系统，以立法形式对协会明确定位。
