| 摘 要： | 20世纪80年代以来，在改革开放的旗帜下，有3次重大战略决策的制定与实施对中国体育事业的发展起到了至关重要的推动作用。它们分别是：70年代末80年代初奥林匹克战略的制定与实施；80年代中期体育社会化战略的制定与实施；90年代初体育市场化改革战略的制定与实施。这3次重大战略决策的制定与实施，就象3次巨大的浪潮，一浪接着一浪推动中国体育事业滚滚向前，回顾和研究这3次改革措施与发展战略出台的背景与过程，总结有经验教训，对制定与实施我国21世纪体育改革发展战略有重大意义与价值,20世纪以来体育发展的事实证明，发展才是硬道理，改革是发展的根本动力，只有坚持改革并不断将改革引向深化，21世纪的中国体育事业才能真正做到持续、健康、快速的发展。

| Abstract: | Since 1980s, the opening-up reform, the development of China sports has been pushed by three important strategic policies: late 1970s-early 1980s, drawing up and carrying out Olympic strategy; mid 1980s, on sports socialization strategy; 1990s on reform strategy of sports market. To review and research the three processes and their backgrounds, we make conclusions, which are significant and valuable for sports developmental strategy in 21century. It is proved that development is the truth and reform is the basic impetus. Only when we insist on opening-up reform and deepening it, can China sports keep the sustainable, healthy and fast development. |
