| 摘 要： | 采用文献资料法、实地调研法、逻辑分析法对当前全民健身公共服务基层供给困境进行了深入分析与探讨,认为基层政府体育机构与体制症结、基层财政在全民健身公共服务中的困顿、全民健身政策法规执行的两难境地等是影响基层全民健身公共服务供给的典型困境;在此基础上提出了在增加促进全民健身公共服务的社会化、建立严格的检察监督机制、多渠道扩充体育指导员队伍以及提升全体公民的健身意识等路径。

| Abstract: | The paper,depending on literature data,field investigations and logic analysis,analyzes and explores the predicament of the grass-roots supply of public services in the national fitness program,believing that the typical factors bothering the grass-roots supply of public services are as follows: the crux between the grass-roots government sports agencies and the systems,the distress of grass-roots finance being used in the national fitness program and the dilemma in carrying out the policies and regulations of the national fitness program.Based on this,the paper comes up with the following suggestions of promoting the socialization of public services in the national fitness program,establishing a strict procuratorial supervision mechanism,expanding the team of sports instructors in a multi-channel way and improving the health sense of all the citizens. |
