| 摘 要： | 历经近30年的改革,我国竞技体育逐渐形成了实行计划管理;政府投入为主,社会为补充;强调目标的高度一致性;坚持组织实施一体化;政府(职能部门)管办结合等特点。这些特点与当前竞技体育改革所确立的"建立与社会主义市场经济相适应的体育管理体制"的价值取向发生了冲突,从而导致在改革实践中引发了许多不可调和的矛盾,使得竞技体育改革进一步深化所面临的问题从微观、操作层面的战术问题上升为宏观、整体层面的战略目标的选择问题。基于此现状,本研究认为,对于目前竞技体育改革来说,首先必须从战略高度依据国家社会总体改革目标明确竞技体育改革的价值取向和战略目标,才能为解决当前改革中出现的各种问题提供认识基础和理论依据,也才能为深化竞技体育改革,实现竞技体育的可持续发展指明方向、提供动力。

| Abstract: | In the past 30 years,our athletics has formed planned management;The government bear the main investment,supplemented by the society;Emphasize the high consistency goal;Insist on organizing and integrate;The government(functional department) is in charge of doing the characteristic of combining etc.In the market economics,this model caused some implacable contradictions in practice,make the reform faced from the microcosmic further,choice question of strategic objective that the tactics question of operating the aspect becomes the macroscopic,whole aspect.So at present,We must define the value orientation of reform and strategic objective from the social reform goal,and then,could offer for solving various kinds of problems appearing in the reform and realize the foundation and theoretical foundation,in order to deepen the athletics sports reform the sustainable development of athletics sports points out the direction ,offers motive force too. |
