| 摘 要： | 摘要：主要通过文献资料法、基于SWOT—PEST分析矩阵的案例分析法对我国公共体育服务引入信息披露制度的现实迫切性、可行性和必要性进行分析，并对公共体育服务信息披露的应用内容以及内容分析测量指标统计表的构建提出意见和建议。研究认为：信息披露制度是完善公共体育服务信息机制、加强过程监管的有效方式；公共体育服务中信息披露制度的应用需遵循真实性、及时性、满足需求及强制性披露与自愿性披露相结合的原则；范围包括项目说明书、募集说明书、公告书、定期报告、临时报告、要求披露的信息以及其他信息；内容包括3层次（核心层、产品层、保障层）和四体系（管理运行体系、供给体系、产品体系、资源配置体系）下的对应要素和解释指标。研究启示：针对不同性质主体建立持续公开的信息披露制度，建立独立自律的监管机构，营造良好的环境与条件引导各组织进行信息披露，建立公共体育服务领域信息披露制度相关的法律法规体系，利用现代信息技术建立科学规范、系统化的信息服务平台。为我国公共体育服务引入信息披露制度提供了一定的理论基础和借鉴，以期创新和完善新时代背景下我国公共体育服务制度建设。

| Abstract: | Abstract: By the methods of literature review and SWOT-PEST analysis, this study analyzed the reality, feasibility and necessity of the introduction of information disclosure system in the public sports service, and put forward the related opinions and recommendations for the public sports service information disclosure. Research showed that the information disclosure system is an effective way to improve the information mechanism and strengthen the process supervision; the application of information disclosure system in public sports service should follow the principles of authenticity, timeliness, meeting demands, combination of mandatory disclosure and voluntary disclosure; its scope includes the specification of an item, prospectuses, announcements, regular reports, interim reports, information required for disclosure, and other information; its content includes elements and interpretation indexes in three levels (core layer, product layer, protection layer) and four systems (management and operation system, supply system, product system, resource allocation system). Research suggested that we should establish a sustained information disclosure system for different types of entities; establish independent and self-disciplined regulatory bodies; create a favorable environment and conditions to guide organizations to disclose information; establish related laws and regulations system; establish a scientific, standardized and systematic information service platform by using modern information technology. This study provided a theoretical basis and reference for the introduction of information disclosure system in public sports service in China, hoped to innovate and improve the system of China''s public sports service construction. |
