| 摘 要： | 摘要：全面发展群众体育与竞技体育是体育治理体系现代化的题中之义,“一带一路”倡议不仅能促进区域经济发展,还为丝绸之路沿线各国体育领域提供了广阔的合作平台。在“后奥运”时代,公共体育产品的分配是否科学合理直接影响群众体育和竞技体育能否实现可持续发展。通过文献资料法、历史分析法及规范和价值分析法等研究方法,理清“一带一路”背景下我国体育公共产品的分配困局,明确实现群众体育与竞技体育协调发展的基本内容,建立健全群众体育与竞技体育协调发展的保障机制。研究表明：一方面,我国公共体育产品的性质和范围不明确,公共体育服务体系不成熟,欠缺群众体育和竞技体育协调发展的现实基础;另一方面,“一带一路”倡议下,区域内公共体育产品供给能力的提升对实现公共体育产品在群众体育与竞技体育之间的优化配置具有重要意义。为抓住当前政策红利带来的机遇,并克服随之而来的挑战,需要厘清公共体育产品的性质和范围,建立公共体育产品的多元供给机制,完善公共体育产品的分配制度和监管机制。同时,通过稳步提升竞技体育发展水平、政策资源适度倾斜群众体育、创新群众体育与竞技体育的合作形式等手段确保群众体育与竞技体育走上协调发展之路。

| Abstract: | Abstract: The comprehensive development of mass sports and competitive sports is the essence of the modernization of sports governance system. The Belt and Road strategy can not only promote regional economic development, but also provide a broad platform for cooperation in the field of sports in countries along the Silk Road. In the post-Olympic era, whether the distribution of public sports products is scientific and reasonable directly affects the sustainable development of mass sports and competitive sports. Through the methods of documentation, historical analysis, norms and value analysis, the paper clarifies the distribution dilemma of China''s sports public products under the background of "the Belt and Road", clears the basic content of the coordinated development of mass sports and competitive sports, and establishes and improves the guarantee mechanism for the coordinated development of mass sports and competitive sports. The research shows that: on the one hand, the nature and scope of public sports products in China are not clear; the public sports service system is immature, lacking the realistic basis for the coordinated development of mass sports and competitive sports; on the other hand, under the initiative of the Belt and Road, the upgrading of public sports products supply capability in the region is of great significance to the realization of the optimal allocation of public sports products between mass sports and competitive sports. In order to seize the opportunities brought by current policies and overcome the challenges, it is necessary to clarify the nature and scope of public sports products, establish a pluralistic supply mechanism of public sports products, and improve the distribution system and supervision mechanism of public sports products. At the same time, we should ensure that mass sports and competitive sports are on the path of coordinated development by steadily improving the development level of competitive sports, appropriately tilting policy resources to mass sports, and innovating the forms of cooperation between mass sports and competitive sports. |
