| 摘 要： | 运用文献资料的方法和逻辑论证的方法,对改革开放时期学校体育政策法规进行分类整理,从学校体育的功能与任务的视角对我国改革开放时期学校体育政策法规进行解读,发现改革开放时期学校体育教育政策法规的重心已从早期小范畴的增强体质向大概念的健康第一转变,这一转变使学校体育教育目标更加丰富,学校体育教育内涵更加深刻,学校体育教育理念更加科学;学校课余体育训练政策法规的重心已从单一竞技性目标向教育与竞技性复合目标的转变,这一转变将有利于稳步实现我国竞技体育、学校体育和群众体育三者可持续发展的战略。改革开放时期学校体育政策法规总体特点体现为主动适应改革开放的发展、法制思想进一步加强、以人为本的理念得到体现三个方面。
