| 摘 要： | 举国体制的体育发展模式虽然在很大程度促进了中国体育事业的发展,但其缺乏市场化、缺乏人性化、忽视经济性的弊端越来越受到诟病。与此同时,体育市场化的取向越来越被接受,并开始成为发展方向。但体育市场化带来经济效益的同时,也存在着过度重视经济效益而轻视其公益性的问题,造成某些体育项目人才断层和因为收费过高而与全民健身目标相违背的问题。有鉴于此,笔者通过公共治理理论的视角,对中国体育事业的发展提出了三元治理模式下的发展框架,认为应该对各个运动项目做一定程度上的区分,并分别构建有所侧重的国家、市场、公民自组织协会的三元治理主体以兼顾起公益性和经济性,从而促进中国体育事业的发展,实现全民健身、集体荣誉、经济效益的三大目标。
