| 摘 要： | 采用文献法、实地调查、访谈法等,就农民体育健身工程对福建省9个设区市35县(区、市)59个乡镇72个行政村进行了调查研究.调查表明:工程建设基本落实到位、选址较合理、无产权纠纷、使用率较高、"利民"效应明显;责权利不明确、监管不到位、信息不同称、集体非农建设用地少、投资主体较为单一等是健身工程建设存在的主要问题.健全职责明确、协调统一的工作机制、政府为主、社会为辅的多元投资机制、政府主导、社会参与的联动机制、"自下而上、上下合一"的供给决策机制;建立宣传发动体系、组织与管理服务体系、"以农为本"的内容体系、体育骨干培养体系,是新农村建设中农民体育健身工程可持续发展的保证. |

| Abstract: | Through literature review,spot investigation,interview,etc.,as for construction of peasant sports project,the authors have studied 72 administrative villages of 59 towns from 9 cities and 35 countries in Fujian Province.The study has shown some results as follows: the project construction has basically fixed in advance and properly chosen address,and has no property right dispute, and has high use rate and clear "good for people" effect;the project construction has problems,such as no clear right,the supervision does not work well,the information asymmentry,lack of collective land for non-agriculture construction,and the investing object is fairly single,and so on.In the new countryside construction,the construction of peasant sports project calls for guarantees to keep its development,firstly,it should have the working mechanism of clear duty and coodination,the varied vesting mechanism of the government in main while society in assistance,and unity mechanism of the government in main while society joining in,and build a supply policy mechanism of "from elites to grassroots,and to combine them";at the same time,establish the system of declaration and motivation,service system of organization and management,content system of peasant-oriented and training system of sports backbone. |
