| 摘 要： | 发展群众体育事业,繁荣体育文化,开展群众喜闻乐见、文明健康的体育活动,是群众精神文明创建活动的重要内容。通过对北京市13个郊区县的体委发放调查问卷进行调查及对《全民健身计划纲要》第一期工程实施情况的有关数据进行统计分析,得出目前北京市13区县群众体育管理机构的建设情况,并分析主要存在的问题,提出相应的对策,指出九区与4县今后工作的重点与难点,为进一步完善群众体育管理体制提供一定的理论依据。

| Abstract: | The important contents of the mass cultural and ideological program is developing mass sports, promoting sports culture and carrying out popular and healthy sport activities. This author distributed questionnaires to the sport committees of the 13 districts and counties, analyzed the correlated data regarding the implementation of the National Bodybuilding Program (the first period), and learned the construction of administrative organizations in the 13 districts and counties in Beijing. Finally, main problems were indicated and relevant countermeasures as well as the focus and difficult points in these areas were put forward so as to provide a theoretical basis for perfecting the administrative system of mass sports in the countryside. |
