| 摘 要： | 运用文献、调查、统计、理论分析等方法,对河南省体育彩票发行的历程进行了回顾,对河南省体育彩票的现状进行了分析,认为体彩公益金对河南省的体育及其他社会公益事业做出了重要的贡献,促进了河南经济的发展,但在发展中还存在着缺乏正确的舆论导向;法规措施不完善,销售环节不规范;彩票缺乏合法的地位;经营管理机构不健全,从业人员业务水平参差不齐;体育彩票的种类和功能有待进一步挖掘;缺乏对巨额资金购彩行为的有效监控;农村彩票市场开发力度不足等问题,并进一步提出了河南省体育彩票可持续发展的对策.

| Abstract: | With the methods of documentary review,investigation,statistics,and theoretical analysis,the course of issuing sports lottery in Henan Province is reviewed and the status quo of Henan sports lottery is analyzed.According to our research,public welfare fund of sports lottery makes important contribution to Henan sports and other social public welfare enterprises,which promotes Henan economic development.However,there exist many problems,for example,lacking the correct guidance of public opinion.The law is not perfect and the sale link is not standard.The lottery lacks the legitimate status.The management structure is not perfect and the level of employees is irregular.The types and functions of sports lottery need to be further excavated.There is the lack of the effective monitoring for the behaviors to buy sports lottery with large amount of fund.It is insufficient to develop lottery market in rural areas.Finally,countermeasures for the sustainable development of Henan sports lottery are put forward. |
