| 摘 要： | 从对举国体制的本质认识中归纳出其主要特点,着重论述了举国体制改革与发展的社会必然与改革方向.由于举国体制与社会发展的不适应性以及参与体育的主体多元化,使得举国体制改革已是势在必行.举国体制必须按照市场经济体制的要求进行改革,走体育社会化、产业化道路.由于举国体制的适用范围在现阶段只存在于竞技体育中的公共部分,因此决定政府管理只能在此领域尽到责任.而管理体制改革在承袭举国体制优势的同时,应加强社会力量的参与,形成财政与市场双向驱动,政府、社会和个人共同投资体育的新局面,这也正是体制变革的关键所在. |

| Abstract: | By through discussing the reform direction of Whole-Nation System and summarizing some main characteristics from definitude the essence of Whole-Nation System,this study indicated that it is imperative to conduct the reform of Whole-Nation System.Furthermore,it is very important to reform the Whole-Nation System in the perspective of the demand of market economy system because of the inelasticity between Whole-Nation System and society development.Therefore,while management system reform follow the superiority of Whole-Nation System,the key points of system reform aims to improve the extent that the society participates in,and form the new complexion in which government,society and individual invest sport together. |
