| 摘 要： | 建立体育社会保险制度，是社会主义市场经济条件下我国体育事业发展面临的一个新课题。开展体育社会保险，有利于体育事业的稳定发展；有利于体育体制的改革和机制的转换；有利于充分调动体育工作者的积极性；有利于增加体育积累，为经济建设服务。体育社会保险制度的实施，应结合体育运动的特点，以工伤保险和失业保险为主要对象与范围，辅之以一定的商业保险。应注重保险基金的筹措，不断加强对基金使用的管理，建立和健全有关法规，使社会保险为体育运动的发展提供可靠的保障，成为体育产业开发和发展体育经济的有效途径与手段。

| Abstract: | To set up the social insurance system of physical education and sport is a new task lying ahead of us for developing the cause of physical education under the conditions of socialist market economy. To carry out the social insurance of physical education will be advantageous to the steady development of the cause of PE,to the re formation of the PE system and the transformation of its mechanism,to the full mobilization of the initiative of the PE workers and to the increase of the fund accumulation to serve the economic construction. The PE social insurance system should be carried out,based on the characteristics of physical education and sport,taking the industrial injury and unemployment insurance as the main objects or extent,and some commercial insurance as the subsidiary. Much attention should be paid to raising the insurance funds,continuously strengthening the management of the usage of funds,establishing and perfecting the relevent laws and regulations,so as to make the social insurance provide a dependable assurance for developing physical education and sport,and be an effective way and means of PE industrial development as well as PE economic development. |
